The UK government released recommendations for the artificial intelligence industry on Wednesday, outlining a comprehensive approach to regulating the technology when it reaches feverish levels of hype.

In a white paper, the Department of Science, Innovation and Technology (DSIT) outlines five principles for businesses to follow. They are: Safety, security and robustness. Transparency and explainability. fairness; accountability and governance; and Competitiveness and Remedy.

The government is asking regulators to apply existing regulations rather than enact new ones and to inform companies of their obligations under the white paper.

It mandated the Office of Health and Safety, the Commission on Equality and Human Rights, and the Office of Competitive Markets to come up with “tailored approaches appropriate to the way AI is actually being used in their respective fields.” rice field.

“Over the next 12 months, regulators will issue practical guidance to organizations, as well as other tools and resources, such as risk assessment templates, on how to implement these principles in their sectors. will be established,” the government said.

“If time permits in Congress, legislation could be introduced to ensure that the principles are consistently considered by regulators.”

The arrival of recommendations is timely. ChatGPT, a popular AI chatbot developed by. microsoftBacked by OpenAI, the technology is driving a wave of demand, with people using the tool for everything from writing school essays to drafting legal opinions.

ChatGPT has already become one of the fastest growing consumer applications of all time, with 100 million monthly active users as of February. However, experts have expressed concern about the negative effects of the technology, including potential plagiarism and discrimination against women and minorities.

AI ethicists are concerned about bias in the data that trains AI models. The algorithm has male-biased tendency — particularly white men — puts women and minorities at a disadvantage.

There is also growing concern about the potential loss of jobs due to automation. on tuesday, goldman sachs He warned that 300 million jobs are at risk of being wiped out by generative AI products.

Governments are requiring companies that incorporate AI into their businesses to ensure a sufficient level of transparency about how their algorithms are developed and used. DSIT said organizations “should be able to communicate when and how AI will be used and describe the system’s decision-making process at an appropriate level of detail that is commensurate with the risks posed by the use of AI.” I’m here.

Companies should also provide users with ways to challenge rulings made by AI-based tools, DSIT said.User-generated platforms such as FacebookTikTok, and YouTube often use automated systems to remove content reported as violating their guidelines.

AI, which is believed to contribute £3.7bn ($4.6bn) to the UK economy each year, “should be used in a manner consistent with existing UK legislation, such as the Equality Act 2010 and the UK GDPR. We do not discriminate against individuals or create unfair commercial results,” DSIT added.

On Monday, Secretary of State Michelle Donnellan visited the offices of AI startup DeepMind in London, a government spokeswoman said.

“Artificial intelligence is no longer science fiction, and the pace of AI development is staggering, so we need to have rules in place to ensure that AI is developed safely,” Donnellan said in a statement Wednesday. said.

“Our new approach is grounded in strong principles so people can trust businesses to unlock this tomorrow’s technology.”

Lila Ibrahim, Chief Operating Officer of DeepMind and a member of the UK AI Council, said that AI is a “transformative technology” but that “its full potential can only be achieved if it is trusted.” It can be delivered to the public, and that spirit requires public-private partnerships.” It is about developing responsibly. ”

“The context-driven approach proposed by the UK will help regulation keep pace with AI development, support innovation and mitigate future risks,” said Ibrahim.

That was after other countries established their own regimes for regulating AI. In China, the government is requiring tech companies to submit details of their leading recommendation algorithms, and the European Union (EU) is proposing its own regulations for the industry.

Not everyone is convinced by the UK government’s approach to regulating AI. John Byers, his head of AI at law firm Osborne-Clark, said the move to delegate responsibility for technology oversight to regulators risks creating a “complex regulatory patchwork full of holes.” rice field.

“The risk of the current approach is that the AI system in question needs to be presented in an appropriate form to invoke regulatory jurisdiction. We need to have the appropriate enforcement powers to take decisive action to remedy the damage caused and create a sufficient deterrent effect to encourage industry compliance,” Byers told CNBC in an email. Told.

In contrast, the EU is proposing a “top-down regulatory framework” when it comes to AI, he added.
