The UK and EU are due to announce a Brexit deal on Monday that would change the Northern Ireland Protocol to require fewer checks for goods crossing the Irish Sea.
The deal also confirms that Northern Ireland politicians will be given a voice before new EU rules are applied to the region.
European Commission President Ursula von der Leyen will travel to the UK on Monday for talks with Rishi Sunak.
Sources at Westminster and the EU said the two leaders will confirm that they have reached an agreement on the protocol.

The Protocol was conceived as a way to circumvent Ireland’s strict borders by keeping Northern Ireland in the EU customs territory and single market.
This has led to regular checks of goods heading into Northern Ireland from the UK, angering trade unionists who say the region is cut off from the rest of the UK.
The deal is expected to introduce a “green lane” that allows goods to go unchecked if no further exports to the EU are planned. However, it does not preclude the role of EU judges in adjudicating disputes relating to the Protocol. This is a major request of the European Study Group of Conservative MPs.
