Plans to transform South Tottenham’s St. Ann’s Neighborhood reached another important milestone last week when Catalyst and GLA, part of the Peabody Group, formally exchanged development agreements.
Separately, Catalyst and The Hill Group also exchanged an agreement for a joint venture partnership with Hill acting as a development partner for the project.
With a shared goal of providing more affordable housing, Catalyst was chosen by the Mayor of London to develop the site of the former St Anne’s Hospital in late 2020. Since then, Catalyst has worked closely with Hill and GLA to develop the plan.
An application for the hybrid plan was submitted last July following extensive community engagement. Last December, consent was obtained for plans for about 1,000 new homes. 60% of them provide affordable, much-needed housing.
Overall, the scheme promises a range of tenures including affordable London rent, London residential rent, private sale and shared ownership homes.
The scheme will bring significant benefits to the area, including new and enhanced green space. The central Peace Garden will be preserved and expanded to three times its current size.
The plan also includes a new safe and accessible bike route through the property to Haringay Green Lane station, shops, facilities, community-led housing and affordable workspaces.

The first phase to be delivered by Peabody will begin in March 2023, following a full merger with Catalyst in April. 239 homes will be delivered in this phase, with outline plans for an additional 756 homes in future phases.
The first homes are expected to be completed in 2025 and the final development is expected to be completed in 2030.
