Mr Dowden will continue his role as Prime Minister of the Principality of Lancaster in addition to his new position as Deputy Prime Minister.
Downing Street also announced further ministerial changes as two members of the government are due to go on maternity leave in the coming weeks.
Former Labor and Pensions Secretary Chloe Smith will take over as Science Secretary as Michelle Donnellan goes on maternity leave, which is expected to last eight to 10 weeks.
Culture Minister Julia Lopez is also due to give birth, and former Culture Minister John Whittingdale will take over as maternity cover in her place.
Chalk’s promotion means he will be replaced by Defense Secretary James Cartlidge, followed by Gareth Davis, who was elected in 2019, as Finance Minister.
