A SpareRoom poll found that four in five landlords (79%) do not believe the new Government’s housing policies will improve the rental market.
As of July 2024, only 19% of landlords were confident about the rental market, compared to 54% in December 2023.
So far, landlord confidence in the rental market has remained relatively stable since June 2021, with survey data over the past three years revealing a roughly 50/50 split between confidence and disconfidence.
Matt Hutchinson, director of SpareRoom, said: “There is a very different feeling of landlord confidence in the rental market compared to the past three years and there appears to be little confidence in the newly elected government when it comes to housing policy.”
“Section 21, a valuable concession for landlords, is set to be repealed by the new government and the Renting Reform Bill also seeks to ban it, which may be contributing to the decline in trust.
“It will be very interesting to see whether confidence grows based on the key decisions the government takes over the next 12 months, which will naturally be reflected in changes to rent prices across the country.”
Labour will introduce a Tenants’ Bill of Rights to replace many of the measures included in the abandoned Tenancy Reform Bill.
The Bill should abolish section 21 evictions, allow tenants to keep pets, introduce a fair housing code, require landlords to promptly repair hazards, introduce a digital database of landlords, tenants and local authorities, create a property ombudsman, introduce new anti-discrimination measures and give local authorities more enforcement powers.
